What is Advance Non-Compoundable Increment? Kerala Government gives right direction

The Karnataka Government recently issued an order about the withdrawal of grant of non-compoundable increment granted to those PhD holders from 2007 onwards. The order is as follows:

According to the above order, it appears that the Government has interpreted the 2007 PhD increment order as wrong. According to recent interpretation of Government, the two increments which were sanctioned for acquiring  PhD  from 2002 to 2008 are required to be converted into non-compoundable, they are required to be changed into 420+420, instead of 3+3 = 6 per cent, which was already sanctioned to them.
The following aspects are important:

1. Karnataka Government implemented the UGC Pay Scales on 1-1-2006. According to this order, subject to fulfillment of certain conditions, as and when faculty acquire PhD during their service, they have to be sanctioned three advance non-compoundable increment. 
2. There are many faculty who acquired PhD from 2002 to 2007. As per then Government Order, they had been sanctioned two advance increments (Rs. 420+Rs. 420 = Rs. 840). As per another Government Order, these two increments were converted into  6% per cent non-compoundable increment. As such is the case, the interpretation of Government now, that the compoundable increment sanctioned to faculty should be corrected has not relevance. UGC has already clarified this issue in the following clarification: 

According to the above clarification from UGC, non-compoundable means only advance increment. DA, and other allowances must be given on this increment.

The Association of Mangalore University College Teachers has organised a day' Convention and Felicitation to Dr A M Narahari at St Aloysius College. R V Deshpande, the minister for Higher education and Tourism felicitated former president of the AMUCT DR A M Narahari, who retired from teaching after 36 years of service. Dr  Narahari is working as the Registrar of St Aloysius College for the past eight years. His wife Veena Narahari was also felicitated on this occasion.

Speaking at the annual academic convention, The minister said the Higher Education department would implement sports policy and introduce sports as one of the optional subjects in higher education (from degree). The Central government is going to introduce the new education policy and the State will also introduce the policy through the Knowledge Commission. The responsibility is given to the Commission Chairman Dr Kasturirangan, he said.

Deshpande claimed that in the past one-and-half-years a record number of government colleges had got NAAC accreditation.

The colleges with NAAC ‘A’ grade with autonomous status can get deemed university status in 15 days. The government has started implementing technology and diploma selection has gone online. It has also started smart classes, virtual classes, tele-education etc., he  added.

FUCTAK former president Prof Ravindra Reshme said that in Karnataka, literary world and politicians didn’t grab the benefits of globalisation. The caste-centric politics has become a barrier to the development. The government should not have stepmotherly attitude towards aided colleges. The vice chancellors of the universities should have good relationship with degree colleges, he said.

Karnatka Government at last created an impression on the minds of faculty who are due to promotion, it has given a signal that only by adhering UGC Rules in toto, the promotion can be implemented. It is indeed appreciated that at last Karnataka Government has started to inform faculties due for promotion  that only quality can help them to get career promotin and not on influence. 

PhD Increment: Confusions Galore in Karnataka

The mistake committed by officials reflected in the following circular, which states the refunding of increments received by some faculty. It is also true that Government of Karnataka granted two PhD increments as per 1998 UGC order to a few faculty, which helped them to get consequent bunching benefit for their 2006 fitments, but majority of faculty who obtained their PhD between 1996-2006 were given PhD increments during the year 2007 according to Revised UGC Order of 2009, but the Government Officials failed to understand the fact that, non-compoundable increments are understood as compoundable increment, warranting the wrong order to refund of extra benefits received. Hence, the following order. The blogger expects that uniformity has to be maintained in all these orders and implementation.
